Specific objectives

*     To assist countries of the Region to develop sustainable models of eye care delivery systems that are able to provide promotive, preventive, curative and rehabilitative services to all citizens.

*     To assist Member Countries in building national capacity for prevention and control of blindness and specifically, to assist them to eliminate avoidable blindness from major causes (Cataract, Childhood blindness, Refractive errors and Corneal blindness) by the year 2020

Specific strategies

 

The essential elements of the strategy consist of development of integrated approach for disease control, human resource development as well as infrastructure and technology development at various levels of health system. Advocacy for promoting Vision 2020 by strengthening information base at various levels of health functionaries for formulation of policies and strategies in support of Vision 2020.

*     Organize an Inter country Consultation to develop a regional strategy and plan of action and support national launches of vision 2020 and revision of National plans

*     Constitute a Regional Coordinating Group consisting of NGOs, IAPB and WHO

 

*     Strengthening health manpower

  

*     Review ophthalmic curricula with a view to reorientate education of ophthalmologists to goals of Vision 2020 and improve teaching of Ophthalmology in graduate medical and nursing education programmes.

*     Training of eye health care manager, and training of primary health care workers for eye care and school teachers for visual screening of school children and enhancement of paramedical ophthalmic workforce

*     Institutional capacity building for enhancing training of ophthalmologists, ophthalmic nurses and allied health personnel for eye care, including paediatric eye care.

*     Training of ophthalmic instrument maintenance technicians.

     

*     Strengthening infrastructure development and technology

 

*     Assessment to determine capacity of existing infrastructure, its level of utilization and barriers to utilization support operational researches

*     Development/Adaptation of country- specific appropriate infrastructure based on currently available several cost-effective models in the Region

*     Strengthening Eye banking in SEAR 

*     Develop guidelines for acquiring good quality, cost-effective and appropriate equipment

*     Promote manufacture or bulk purchase of low cost spectacles, low vision devices and pharmaceuticals and surgical consumables.

          

*     Reduction of disease burden

 

*     Support cataract prevention intervention and improve cataract surgical services Coordinate primary prevention of vitamin A deficiency and rubella cataract with nutrition and immunization programmes     

*     Training of paediatric eye care team to deal with surgical causes of childhood blindness

*     School Screening programmes for early detection and correction of visual defects

*     Development of strategy for prevention of blindness from ocular trauma and corneal ulcer, ophthalmia neonatorum, trachoma (SAFE strategy) through PHC approach 

*     Promote manufacturing Low cost spectacles and Low vision devices and creation of facilities for refractive services at secondary centers  

    

*     Mobilization of resources

*     Development of database on blindness and visual impairment and on human resources, infrastructure and Technology
