MoHFW launches new real time Health Management Information System online portal in five states

Health Management Information System (HMIS) portal- a digital initiative under National Health Mission, Ministry of Health and Family Welfare (MoHFW) was launched by Ms Preeti Sudan Secretary, Health and Family Welfare in five states of India - Chandigarh, Karnataka, Punjab, Tripura and Uttar Pradesh, through a video-conference conducted with the states.
Speaking at the occasion, Ms Sudan congratulated the team and acknowledged WHO for providing technical support to the Ministry throughout this transition. “The visibility of health systems through reliable and real-time data is the need of the hour and with reliable data there is an increased transparency and accountability for informed decision making”, she stated. She expressed her keenness to scale-up this initiative across India.
Others present at the meeting included Mr Manoj Jhalani, Additional Secretary & Mission Director (NHM), Mr Lav Agarwal, Joint Secretary for International Health; Mr BN Tiwari, Director General, Statistical Division, MoHFW; Dr DK Ojha, Deputy Director General for Statistical Division, MoHFW; Ms Payden, Deputy WHO Representative along with State Secretaries, MD NHMs, Directors and Staffs of HMIS division.
Speaking at the occasion, Ms Payden, Deputy WHO representative congratulated MoHFW for leading the way in the region in digitalizing health information system and making data available for policy formulation and implementation in a timely manner. She mentioned that this initiative is a key step towards fulfilling the responsibility of making health care facilities efficient and low on carbon footprint – going from paper to digital.
HMIS portal is real-time and enables use of all applicable eGovernment standards, including standardized facility listing, geographic and entity names, geographic boundaries (up to the level of villages), population data and other relevant information including GIS based layers which are currently used in Integrated Health Information Platform (IHIP). HMIS will support linkages with IHIP and support API (application programme interface) to ensure direct linkages with other programmes.
The vision of the IHIP is an essential part of India’s National Digital Health Plan and the National Health Policy 2017 goal towards greater accountability by using latest digital technology and real time information across the nation to enable policy makers to make decisions. IHIP provides a single operating platform of the health data and information of India from anywhere and the Integrated Disease Surveillance Programme using IHIP now has over 90 000 users and has more than 1.81 million case records (as on 4 July 2019) since its launch in seven states on 26 November 2018.
The new real-time HMIS online portal will be a gateway to wealth of information regarding the health indicators of India. The portal will provide periodic reports on the status of the health services performance and human resources and infrastructure facilities available. HMIS data is specifically designed to support planning, management, and decision making based on grading of facilities, various indicators at block, district at state and national level.
